NATIONAL RECOGNITION

COURSE DETAILS
This unit describes the skills and knowledge required to enter and work in confined spaces, gas test atmospheres and issue work permits.
This 2-day training course is essential for Water Authority employees working inside and with confined spaces or who perform the role of sentry/ spotter in monitoring the safety of those working inside confined spaces by monitoring and assessing the atmosphere and issuing work permits.
COURSE CONTENT
The following subjects will be covered as part of the training:
Assess & Control Risks
- Estimate the potential severity/consequence of each identified hazard
- Consider how hazards may cause harm
- Estimate the likelihood/possible frequency of harm
- Use the organisation’s risk matrix to prioritise each risk
- Enter information into appropriate forms in accordance with procedures
- Apply organisation’s risk control procedures
- Use the hierarchy of control so that risks are as low as reasonably practicable (ALARP)
- Specify risk controls
- Check the effectiveness of controls
- Identify residual risk and implement any additional controls required
- Enter information into appropriate forms in accordance with procedures
Raise and issue work permit
- Ensure conditions are documented on permit
- Ensure appropriate testing is carried out and results documented in accordance with procedures
- Determine an appropriate validity period
- Check that permit conditions are met (i.e. validate permit)
- Complete and authorise permit
- Ensure recipient is advised of and agrees to abide by the requirements of the permit
- Ensure recipient signs permit
Plan and prepare for working in confined space
- Access, interpret and apply procedures for confined space entry and the environmental management plan and ensure the work activity is compliant
- Obtain, confirm, clarify and apply work instructions, agreed procedure, safety requirements and entry permit
- Review the emergency response procedure
- Identify and implement signage and barrier requirements
- Select tools and equipment for the tasks, check for serviceability and rectify or report any faults
- Position rescue equipment by the entry permit
Prepare for and conduct gas test
- Find out type of gas/ atmosphere to be tested
- Select and calibrate equipment in accordance with procedures (including emergency procedures, work instructions, SWMS, etc.)
- Find out gas testing regime/ sampling pattern required
- Identify hazards from possible atmosphere contaminants
- Implement hazard control measures and use of appropriate PPE
- Use gas testing equipment and test gas as required
- Interpret and report readings
- Monitor gas on an ongoing basis
- Take required action if readings are unacceptable
- Apply known solutions to routine problems such as changes in readings, unexpected readings, faults in equipment
- Communicate required actions to be taken to appropriate personnel
Work in confined space
- Gain access to confined space
- Ensure that the atmosphere is tested and monitored
- Correctly apply tagging and lock-out procedures
- Enter the confined space correctly
- Maintain ongoing communication with the sentry
- Comply with entry permit requirements
Exit confined space
- Exit confined space correctly
- Recover tools, equipment and materials
- Conduct inspection of the confined space
- Secure access to the confined space
- Remove tagging and lock-out
- Accurately complete confined space entry permit
Clean up
- Clear work area and dispose of or recycle materials
- Clean, check, maintain and store tools and equipment
- Remove, clean and store barriers and signs
DURATION
2 full days (approximately 8 hours each)

There are no pre-reading requirements. All content is covered in class as part of the training.
ASSESSMENT REQUIREMENTS
Students will be required to complete a written theory assessment as well as a practical demonstration assessment.
Theory Assessment
Mixture of multiple choice and short answer questions. Student will be required to write down their own answers.

Practical Assessment
Each student will be required to participate in at least two practical scenarios which will assess their ability to safely enter and work in confined spaces, including:
- recognise types of work permits required for different situations
- undertake and interpret hazard analysis
- conduct and interpret tests/inspections for gas or other hazards, including one or more of:
- atmospheric, including explosivity
- flammability
- toxicity
- temperature
- humidity
- combustibles, oxygen, enriched or reduced
- electricity
- stored pressure/energy
- ensure correct preparation of worksite is undertaken, including one or more of:
- mechanical, electrical and other energy sources, and process isolations
- de-energising all sources of energy/pressure
- purging of plant
- ventilation of plant
- lockout/tag out procedures
- blinding/blanking lines
- other hazard controls
- obtaining the required entry permit and instructions for performing work in confined spaces
- interpreting and applying workplace procedures
- applying tagging and lock out procedures
- selecting, wearing and caring for personal protective equipment
- recognise and assess conditions that require testing
- identify the appropriate action according to procedures and within scope of responsibility, including:
- selecting, preparing and using gas testing equipment
- applying testing regime
- selecting and using personal protective equipment (PPE)
- identifying hazards and applying control measures
- cleaning and maintaining equipment
- take readings and interpret, report/record relevant data
- entering the confined space
- working in the confined space
- using atmospheric monitoring devices during confined space activity
- applying safe materials handling methods
- exiting the confined space
- removing tagging and lock out.
ENTRY REQUIREMENTS
Course Pre-Requisite
No formal pre-requisite requirements apply.
Age Requirements
Students must be 16 years of age or older. Participants under 18 years of age will be required to provide parental consent to attend training.
Fitness Requirements
Students must be relatively fit and able to perform the activities outlined in the Assessment Requirements in order to be accurately assessed and deemed competent.
Given the nature of the practical assessment, students must be at a minimum fit to crawl and climb and not have a fear of heights or confined spaces.

Language, Literacy and Numeracy
Sound reading and writing skills required to undertake the written assessment. Reasonable adjustment may be applicable on a case-by-case basis. Please get in contact with us if you have any questions regarding the minimum LLN requirements.

FAQ & ADDITIONAL INFORMATION
How often should I complete confined space training?
Confined Space competency does not formally have an expiry date. However, it is industry standard to complete the training again (refresh) every 2 years.
Australian Standard AS2865-2009 Confined spaces requires ‘persons … be reassessed at appropriate intervals’. Industry regards reassessment on a two year cycle as good practice.
The “refresher” training is also a full-day course.
How often do you deliver confined space courses?
Public Confined Space training courses are scheduled roughly once per week at our East Bendigo Training centre.
2-Day confined space, gas test & permits courses are scheduled roughly once per month.
Additional courses may be scheduled depending on the level of demand.

How do I book in for a confined space course?
You can book in by calling our office at 1300 001 201 or online by selecting your preferred date from the list of dates under Upcoming Public Courses.
Once enrolled, you will receive an automated confirmation e-mail with full details about your upcoming booking.
Can you provide confined space training within our workplace?
Yes! We can definitely deliver workplace training. Please give us a call at 1300 001 201 to discuss your training needs further and receive a quote for on-site training.
Do you take large group bookings?
Currently, any courses delivered at our training facilities are capped at 10-12 students per class.
For on-site training, we may be able to deliver training to larger groups; however, that is dependent on the type of training being delivered and the size of the available facilities.

Influenza and COVID-19 Management
The health and wellbeing of our personnel and fellow students at ISH24 is our number one priority.
ISH24 will continue to deliver training in a face-to-face environment with the following measures in place:
- Face masks are available to all students upon request
- Hand sanitisation products are available to all visitors
- Thorough cleaning procedures are implemented at all training facilities
- Ad hoc safety measures might be implemented in response to rise in infections or based on recommendations from regulatory and governing bodies
We ask that students also follow basic hygiene and safety precautions while completing training with ISH24.
We continue to closely monitor the constantly evolving situation surrounding coronavirus and will amend our service delivery procedures to stay in line with the advice of the Australian Government.
